Update 1.0.1—Windows and sound–related hotfix

This small update adds a settings.json file into the data directory. This file contains a setting to override the audio latency, which was a problem on some Windows machines. The default value has been raised from 0.1s to 0.2s, so you may notice some extra latency when playing, but it should hopefully fix any issues with audio stutter on Windows.
